Mrs. Clinton Offers Plan to Attract New Teachers

Hillary Rodham Clinton turned her attention yesterday to the teacher shortage threatening schools nationwide, outlining a plan to lure more college students into teaching with federally financed scholarships worth up to $10,000 a year. In a speech at Syracuse University, she said she envisioned a National Teaching Corps that would provide 60,000 students a year with scholarships of $5,000 to $10,000 each. The scholarship recipients would have to spend at least four years teaching in urban or rural schools with pronounced teacher shortages, her aides said.
